Opioid Bill: Inpatient Hospital Dispensings Reported to the PMP-Clarification

The Board has received numerous comments and questions related to HF 2377 and PMP reporting. The bill, in part, eliminated the statutory exemption from PMP reporting for inpatient hospital care. While this exemption will no longer exist in Code effective July 1, 2018, the exemptions provided in the Board’s rules will remain in effect until amended through the rulemaking process. Specifically, Iowa Administrative Code rule 657-37.3(1) exempts licensed hospital pharmacies from reporting the dispensing and administration of controlled substances for the purposes of inpatient hospital care.  Hospital pharmacies may apply for this exemption by executing and submitting this form to Jen Tiffany via email at jennifer.tiffany@iowa.gov. The Board will be amending its rules governing the PMP over the next several months and encourages all of its licensees and registrants to actively participate in the process.
